Turkish PM: Too soon to call for Syria no-fly zone

BERLIN (AP) ? Turkish Prime Minister Recep Tayyip Erdogan said Wednesday it is up to the U.N. Security Council to decide whether a no-fly zone should be imposed on Syria or safe areas created for people fleeing the civil war.

His comments during a visit to Germany appeared more moderate than previous calls from Turkey for international action to stop the bloodshed in Syria.

In August, Turkish Foreign Minister Ahmet Davutoglu tried but failed to persuade the Security Council to set up a safe haven inside Syria to protect thousands of people fleeing the bloody conflict between rebel groups and forces loyal to President Bashar Assad.

Asked whether 19 months into the conflict the time has come to create safe havens for Syrian civilians or a no-fly zone ? as was imposed on Moammar Gadhafi's Libya and Saddam Hussein's Iraq ? Erdogan refrained from calling for such a step.

"This subject is something for the U.N. Security Council to decide," he said. "If the U.N. hasn't made this decision, we have no authority, no right to declare such a zone in northern Syria."

The experience of imposing a no-fly zone over Iraq had shown it came at a high price, he added.

Speaking after a meeting with German Chancellor Angela Merkel in Berlin, Erdogan indicated that Turkey wants greater diplomatic support from Germany in dealing with Russia and China on Syria.

Moscow and Beijing ? both permanent members of the U.N. Security Council ? have consistently blocked resolutions that would put pressure on the Assad regime.

Russia's foreign minister warned on Wednesday that the violence in Syria could spread terrorism throughout the Middle East, and that ousting Assad's government would lead to more bloodshed.

Sergey Lavrov said after talks in Paris that Russia, a longtime ally of Syria, doesn't want "to allow the collapse of the country" or for Syria's civil war "to allow the spread of terrorism in this region."

While France and some other world powers are pushing for Assad to leave power, Lavrov told reporters that any government change would only fuel more violence.

In Berlin, Erdogan said Turkey has received some 105,000 Syrian refugees since March 2011, and millions more are displaced within Syria, calling the conflict a "catastrophe."

Merkel praised Ankara's efforts for the refugees, saying they represent "a very real burden for Turkey" and that Germany is prepared to provide further humanitarian assistance.

She also reiterated NATO's backing for Turkey, a member of the alliance, and lauded the country's "sober" response to cross-border incidents.

Turkey reinforced its border with anti-aircraft missiles after Syrian forces brought down a Turkish jet on June 22 and threatened to target any military "elements" approaching from Syria.

More recently, Ankara returned fire several times after mortars were fired into its territory from Syria.

Tax policy numbers don?t lie

Though both candidates have claimed roles as champions of the middle class in the recent presidential debates, I thought we better look at the facts hidden in both parties? tax policy plans.

The Democratic plan extends all the current income tax rates except for the top individual rate. In other words, this plan allows the income tax rates to return to what they were under the Clinton Administration. In addition, it extends all the tax provisions of the 2009 stimulus. The Democratic plan would ensure that the bottom 90 percent of Americans will see no increase in taxes in this tough economy.

The Republican plan extends all current income tax rates, including the cuts for the highest income earners left over from the Bush Administration. Second, and most importantly, it lets certain low-income provisions of the 2009 Stimulus expire.

Under the Republican proposal, every change, or decrease, in after-tax income applies to the bottom 95 percent of income earners. Hardest hit are the bottom 20 percent of income earners, who will see an average decrease in after-tax income of 1.5 percent ($194). In contrast, the top 1 percent and 0.1 percent are the only income groups who see absolutely no tax increase.

Both our political parties adamantly claim to be fighting for the middle class, but the numbers indicate that only one is. The Democratic plan defends the tax provisions aimed at middle and lower income earners. In this respect, President Barack Obama is correct when he argues that middle class Americans? checkbooks? are being held hostage until the top 1 percent sees their tax cuts extended. Republicans can continue to portray themselves as the protectors of the middle class (I certainly expect they will) -? however, the beautiful thing about numbers, as opposed to our current representatives, is that they do not lie.

Many questions have been raised about the next four years, but very few answers have been given.

One fundamental issue we must address in this election is the proportionality of the tax burden: If there are those among us who, by virtue of their success and entrepreneurship, must pay more. As Shakespeare said, ?One may smile and smile, and be a villain.? So Mr. President has told us about Obama?s America: where the price of hard work and the enjoyment of the fruits of your labor are higher taxes and stringent regulations in order to finance the idealist vision of state-run enterprises. Research by GQ and my own obtained from President Barack Obama?s campaign website have indicated that welfare payments from the federal government have ballooned in the last four years.

On the other hand, there is another candidate who knows full well that Obama?s America is not the America we know. It is not the America our parents knew; it is not the America we really believe in. Republican presidential candidate Mitt Romney will not single out a class of citizens for their perseverance, nor the middle class with the Alternative Minimum Tax, as Obama has done for the past four years. From the last three debates, we have seen that a vote for Romney is the vote for a fair budget, fair taxes, an investment in the protection of Syria (bayonets included), our partnership with Israel and a better economy.

Florida Regulator Orders Title Insurer Shutdown Over Potentially Crippling Volume Of Claims, Unsatisfactory Cash Reserves; Firm Fingers Rogue Agent's Alleged Incapacitating Escrow Ripoff As Cause

In the state's "Rehab and Liquidation" program, if a title insurer can't pay its claims, the state raises cash to cover them by imposing a statewide surcharge on policies sold by other title insurers. The only way an insurer can emerge from the program intact is to be acquired by another insurer, something that has not happened in the program's history, a regulatory spokeswoman said.

Lynd?blamed K.E.L. Title's woes mostly on a South Florida-based title-agency worker whom he accused of stealing hundreds of thousands of dollars in escrow money while fabricating real estate sales documents. The title company was blindsided by the scam, he said, which took place more than three years ago but was discovered only this year during certain foreclosure litigation.

The company has paid more than $1.6 million in scam-related claims so far this year alone, according to Lynd, who said the insurer alerted state regulators about the problem.

"It was a systemic theft by this agency's employee," Lynd said. "These incidents took place in 2008 and 2009, but it takes a long time for title claims to surface related to this kind of fraud. We're not the only ones who've been victimized; a lot of title insurers have been impacted by these kinds of scams."

When asked why K.E.L.'s audits had not detected the theft, he insisted that conventional audits would not have turned up such a surprisingly sophisticated scam.

"It would have been impossible to know [sooner] about this kind of theft. I mean, there were fabricated documents that made the transactions look normal on paper," Lynd said. "And there's just not an opportunity for us to review every single closing for all our agents. To some extent, you have to trust they will follow the requirements of their license, to act responsibly and professionally."

K.E.L. Title's explanation drew criticism, however, from one long-time title insurance lawyer.

"If a single agency is able to create enough fraud to bring down an entire company, you've obviously got a huge internal problem," said Cliff Shepard, a veteran real estate lawyer who is also legal counsel for the city of Maitland. "It tells you there weren't adequate controls in place to red-flag this kind of thing in your audits; otherwise, they wouldn't be in this mess."

Facebook shares post biggest single-day gain

NEW YORK (AP) ? Facebook's stock gained the most in a single day Wednesday since it began trading in May, a sign that the social media company's complicated relationship with Wall Street may be getting brighter.

It's been a rough five months since the social network's initial public stock offering, and it's too early to tell whether investors' optimism is here to stay. But on Wednesday they latched on to clear signs of growth in the company's third-quarter earnings report. Several analysts upgraded the stock.

Besides posting quarterly results that inched past Wall Street's expectations, Facebook on Tuesday also gave details for the first time on how much money it made from mobile ads. This has been a concern since before its IPO. Although the majority of 1 billion people who use Facebook each month now access it using a mobile device, the 8-year-old company was created in the age of desktop computers, for Web pages. Facebook now calls itself a "mobile-first" company, but it only started showing mobile ads earlier this year.

On Tuesday, Facebook said that nearly $153 million of its $1.26 billion revenue came from mobile advertisements. The rate of advertising revenue growth also accelerated since the second quarter.

Shares of Facebook Inc., which is based in Menlo Park, Calif., rose $3.73, or 19 percent, to close at $23.23 on Wednesday. It's by far the stock's biggest one-day gain, in percentage terms, since Facebook went public on May 18. Still, shares are still off 39 percent from the company's IPO price of $38.

In his upgrade of Facebook, Citi Investment Research analyst Mark Mahaney said that for the first time since the IPO, investors see a reasonably priced stock combined with accelerating growth at the company. He raised his rating to "Buy" from "Neutral" and increased his target price to $35 from $30.

The analyst noted that advertising revenue grew at a faster pace at Facebook, at a time when rival Google Inc. saw a slowdown. Google surprised investors last week with weaker-than-expected earnings that showed its ad revenue growing at the slowest pace in three years.

Tuesday's strong report doesn't mean that Facebook is out of the woods. Later this month, and then again on Nov. 14 and Dec. 14, more employees will be allowed to sell their holdings as restrictions on selling, typical in the months after an IPO, expire. If shares flood the market on those days, it could weigh on Facebook's stock.

Why Apple priced the iPad Mini at $329

If Apple had popped a $249 iPad Mini, the thing would have swept down from Mount Cupertino and set fire to every competitor with its fiery breath. If Apple had gone with a $299 iPad Mini, the devastation would still have been gnarly. At $329, the iPad Mini will have no shortage of buyers, but Apple leaves open an argument for a $199 non-Apple tablet. So why did Apple price it so high?

For starters, Apple is about profit. In the computer, phone and tablet businesses, Apple's competitors whittle away their pricing until they're making little or no money, because they believe they'll gain market share.?

Apple keeps prices competitive, but only to a point. There's no $499 Apple laptop, although plenty of Dells and HPs regularly start that low. Ditto for desktop computers, where Apple's idea of a deal is the $599 Mac Mini.

The iPad Mini is $329 because that's exactly what the highly paid bean counters at Apple calculated would be the highest price possible that would still sell. It may one day go down???in fact, I would say the price has to drop by Christmas 2013, if not sooner. But while you can always lower prices, it's a lot harder to raise them later on. Apple always starts at the top.

So while it was foolish for me to even think Apple would price competitively, I was surprised, because now there's a new conundrum: Do you buy an iPad Mini for $329, or go just $70 more?for a full-fledged iPad 2? This struck me as tight spacing, until I realized the bigger point: Apple doesn't think you will confuse a 7.9-inch tablet with a 9.7-inch tablet.

You know from the pictures that they're quite different in size, but holding them, you realize that their uses really are different. If you are in the market for something to use for sketching and text documents and spreadsheets, maybe even accompany it with a Bluetooth keyboard or whatever, then heck yes, you will pick the iPad 2 (or a newer?model).?

But if you just want something to read books on, and watch some shows and maybe surf the Web, then you are actually more INTERESTED in a smaller iPad, and won't think too hard about what $70 more gets you in terms of screen surface area.

That brings us back to square one, however: Apple is trying to convince us of separate uses for large and small iPads, but is trying to differentiate its product from the competition by price. Riddle me that, Avi Greengart, research director for consumer devices at Current Analysis:

"The price doesn't reduce the purchase case for some of the cheaper tablets," he told me when I saw him at the Apple event. "But this one stands above them." He smiled and added, "besides, compared to the Nexus 7, the design is so much nicer."

For people who aren't buying because of?design (and there are many), Greengart contends that the universe of apps available for the iPad ? 275,000 made expressly for that tablet, according to Apple CEO Tim Cook ? means that any tablet bearing the Apple logo is simply going to be more useful. "The iPad Mini is far more versatile" than its competitors, says Greengart. "It costs more but it's worth more."

For a final thought, I turned to my friends on Twitter, with the simple question: "Do you think the $329 iPad Mini is a) a steal b) priced just right or c) crazy expensive?"

From self-described "major Apple fanboy" @jasonwal, I got "a little high." Another instapundit, @weatherninja, said that "a $299.00 price tag would have been a better value," and that $329 means he may in fact go $70 more for the full-size iPad 2. @seanethompson seems to have been thinking along the same lines as me, calling the price "more expensive than most consumers would like, but in the ballpark given component costs and great user experience." Other responses?ranged from expensive to crazy expensive. "I'm curious on the profit margin," wrote @gevans. "I bet it's at least 40 percent."

Whatever the real percentage, I think @gevans may be onto something.?Apple products can be priced as high as the company wants, as long as people buy every product that gets made, and that hasn't seemed to be a problem of late. And as competitive as Apple is, a side effect of iPad-onomics is that there's room for more affordable options at the bottom of the pricing ladder. At least until that price drops to $299, or $249, and the villagers run for cover.

West U Approves 2013 Budget, City Tax Rate - Instant News West U

The West U City Council has approved its 2013 budget and city tax rate of $0.37411 per $100 valuation, which is the same rate as last year.

The council held two public hearings on Oct. 15 for the proposed budget and proposed tax rate. No one commented at either public hearing. The council also held a tax rate public hearing on Oct. 8, but no one spoke at that meeting either.

The budget accounts for $31.3 million in revenues and $34.3 million in expenditures.

The budget is expected to raise more total property taxes than last year?s budget by $559,522 or 3.68 percent. Of that amount, $118,057.90 is tax revenue to be raised from new property added to the tax roll this year.

Property taxes account for 51 percent of the city?s revenue, or $15.8 million.

The general fund budget, which funds almost all city services, accounts for about $14.62 million in revenues and $15.34 million in expenditures. The city is using reserve funds to balance the budget, Finance Director Rhonda Daugherty said.

The largest portion of the general fund, or 65 percent, accounts for personnel and benefits.

The budget accounts for a 1 percent structure adjustment and salary increase as of Jan. 1, 2013 and an average 2 percent pay-for-performance salary increase effective on staff?s anniversary dates. The budget also includes the annualization of the average 1.5 percent pay-for-performance on anniversary date plan that was approved in the 2012 budget.

The city council approved a tax rate of $0.37411 per $100 valuation, which is the same tax rate as last year but it is higher than the effective tax rate.

The effective tax rate is the rate that would raise the same amount of revenue for the city as last year.

West U residents may pay more in property tax rates in 2013 even though the city?s tax rate stays the same due to the increase in appraised property values.

Even though the city has maintained the same tax rate, it is effectively a 3.11 percent increase in the tax rate.

The average resident with a home value of $753,383 per $100 valuation will pay an additional $7.08 per month.

Additive restores antibiotic effectiveness against MRSA

Researchers from North Carolina State University have increased the potency of a compound that reactivates antibiotics against methicillin-resistant Staphylococcus aureus (MRSA), an antibiotic-resistant form of Staphylococcus that is notoriously difficult to treat. Their improved compound removes the bacteria's antibiotic resistance and allows the antibiotic to once again become effective at normal dosage levels.

NC State chemist Christian Melander had previously proven the effectiveness of a 2-aminoimidazole compound in reactivating antibiotics against resistant bacterial strains. However, the original compound was not potent enough. In his latest work, described in a paper appearing in Angewandte Chemie, Melander, research assistant professor Roberta Worthington and graduate student Tyler Harris have solved the potency issue, bringing them one step closer to in vivo testing.

"You measure antibiotic effectiveness by growing bacteria in the presence of an antibiotic," Melander says. "The concentration you typically want to observe is about one microgram per milliliter or less of the antibiotic to halt bacterial growth. At that point the bacterial strain is considered susceptible to and treatable by that antibiotic. If a higher concentration of antibiotic is required to halt bacterial growth, the bacterial strain in question is considered untreatable. Some of the MRSA strains we work with require 512 micrograms per milliliter of the antibiotic of choice to control growth ? 500 times over the limit. Adding our compound brought the level down to one microgram per milliliter again."

The compound works by short-circuiting the bacteria's ability to mount a defense against the antibiotic. When antibiotics interact with bacteria, receptors on the surface of the bacteria identify the antibiotic as a threat and the bacteria can then choose what to do to survive. MRSA either creates a biofilm or makes genetic changes that prevent the antibiotic from disrupting its cell structure. According to Melander, "We believe that our compound renders the bacteria unable to recognize the antibiotic as a threat, essentially stopping the defensive process before it can begin."

Since the 1980s, the Toureg rebels of Tinariwen have used music as their way to speak against the injustices of their nomadic people, forced into sedentary life, and the unforgiving nature of the desert.

Electric and acoustic guitars, simple percussion including a calabash drum, soft vocals, and an occasional shepherd?s flute create their unique rock and roll sound.? Although their music has roots in the West African tradition, the members of Tinariwen (who have changed throughout the years) were influenced by Western icons like Jimi Hendrix, Santana, and Led Zeppelin.

The fusion of musical styles was apparent during their performance, which was full of funky bass lines and electric guitar riffs. Much of the crowd left their seats after the first couple of songs and migrated toward the front of the stage to dance throughout the night to the compelling rhythms. The musicians? smiles, dancing, and upbeat guitar-driven music encouraged the crowd to participate.? Tinariwen recorded their most recent album Tassili isolated in the southern Sahara Desert around a campfire.? Listening to one of the slow, mournful ballads you could almost imagine being part of that communion in the intimate atmosphere of the theater.

Great writers are in short supply.

And very few are willing to put in the time it takes to build an online business around their craft.

You have the freedom to do what you want. You control your time. You get to decide what your life looks like, not someone else.

Here are seven steps to help you make it happen.

1. Intersection

First, you have to find the intersection between what you?re good at, what you love to do, and what others are willing to pay for.

This could be teaching small businesses how to use content to grow their business.

It could mean helping dentists leverage newsletters to get more clients.

The possibilities are endless.

Whatever you do, avoid getting stuck in the planning phase. You will make tremendous progress when you take action and make mistakes.

2. Platform

Once you?ve found a viable niche, it?s time to build your platform.

Your platform will often be a blog or website.

It?s where you attract an audience of people that are interested in what you have to offer.

If you?re the dentist newsletter person, then dentists are the people you want to attract.

When you build a platform, you don?t have to figure out what people want. Once you?ve got a few hundred people, you can just ask.

The downside is that building a platform takes time. But you don?t have to wait for it to grow to start making a living as a writer.

3. Freelance Work

You can get freelance work right away.

When I was starting out, I got freelance writing gigs. I still do freelance work because it adds variety to my day.

Again, if you help dentists, you have to go out and find them. You have to hustle to get clients and show them the benefits of having a web presence.

You could even work at a discounted rate, or free, in exchange for being able to use that first dentist as a case study.

Most small business owners know that utilizing blogs, content and newsletters is what they should do, but they don?t have time.

That?s where you come in.

And while you?re getting freelance clients, you?re building your tribe.

4. Tribe

And by tribe, I mean your email list.

Have you ever heard someone say that the money is in the list?

Well, it?s true.

Your email subscribers will often be the most interested in your content, products, and services. Make sure you start building a list from the start.

It is what makes this business model work. It will make it easier to figure out what problems your audience has, and then create products around them.

5. Information Products

This naturally leads us to information products, such as ebooks and online courses.

We?re writers, so creating online courses is a breeze. And because you?ve built a list, you know what topic to cover.

Then you can sell it to your audience directly.

The key with information products is to test your ideas as quickly as possible. You don?t need a 200-page ebook.

You need to listen to your audience. Figure out what their biggest problem is, and offer a simple solution.

A short ebook is a good start. If people like it, you can expand from there.

I?ve done this with several of my products. One of them started off as a $9.95 ebook, and I?m just in the process of upgrading it into an online course.

6. Affiliate Marketing

Let?s not forget about affiliate marketing.

You can easily recommend products and services to your audience that complement what you offer.

As long as you keep it ethical, you should be fine. I only recommend products I use or have experience with.

When you look at how you can help your readers move towards their goals, everything becomes so much easier.

Then it?s no longer about your products, affiliate products, or anything else. It?s about how you can help them move forward.

7. Rinse & Repeat

Once you?ve reached this stage, it comes down to constant improvement.

Look at what you?re doing right. And ask yourself questions like:

• Where could I improve?
• How could I get more clients?
• How could I add more value and raise my rates?
• What are my income goals (and how can I get there?)

You may even want to work with a business coach, like I do, to constantly keep you on your toes and pushing your boundaries.

Summary

From there it comes down to how willing you are to face your inner demons.

It?s not easy to learn how to sell, or get clients, but like any skill, you can learn it.

Most people aren?t willing to put in the work.

They aren?t willing to build a platform or get freelance clients.

You don?t have to do everything right this very moment. You can start small. You can get your first client this week.

But whatever you do, do something.

Start somewhere.

That?s how you?ll learn what works and what doesn?t.

Foreign policy takes center stage at third and final debate

There are 15 days and one presidential debate between President Obama and Mitt Romney and the general election.

While both candidates acknowledge the outcome of the election depends on no more than two dozen swing states, the debate tonight - the third of the campaign season - provides the final opportunity for the candidates to make their case to a national TV audience. Both Obama and Romney spent the weekend behind closed doors preparing.

Two previous debates ? one which President Obama indisputably lost with an uninspired performance and one where he redeemed himself in the eyes of Democratic stalwarts ? have equalized into the same dead heat the campaigns and political experts have long expected. An NBC / Wall Street Journal poll released Sunday had the race tied at 47 percent support for each candidate. President Obama has an edge among women, according to a Wall Street Journal / NBC poll released Sunday. Mitt Romney has the edge among men.

Tune in to ABC News.com tonight at 8 p.m. ET for anchored coverage of the final presidential debate, held at Lynn University in Boca Raton, Fla.

On paper, President Obama should hold an edge in a debate focused on foreign policy. He can boast of giving the order for American Special Forces to carry out the operation in Pakistan that killed Osama bin Laden. He brought combat troops out of Iraq, ending the war that had played such a pivotal role in the two previous presidential elections. President Obama surged troops into Afghanistan, where as a candidate in 2008 he said more focus should have been in the first place during the years after 9/11. But he has set a timetable for withdrawing American troops from that country. While Romney has strongly criticized the timetable for being public, he has not made Afghanistan a main topic on the campaign trail and aides have said he would try to stick to a similar schedule for withdrawing American troops.

Indeed, while 46 percent of Americans approve of his handling of the economy and 52 percent disapprove, according to the Wall Street Journal / NBC poll released Sunday, 49 percent approve of his foreign policy and fewer, 46 percent, disapprove.

But with a stubbornly difficult economy, this is not an election that anyone thought would hinge on foreign affairs. That is why Republicans chose a former one term governor who has made his main pitch his career as a businessman.

When Romney embarked on a mid-campaign overseas trip this summer, he was attacked by the British press over comments he made about security for the Olympics. A trip that was supposed to showcase Romney's own experience heading the Salt Lake City Olympics in 2002 instead included the London mayor leading tens of thousands in a chant against him.

Democrats today sought to recall those headlines in framing the debate on talk shows Sunday.

"People want to know that they have a strong, steady hand in the Oval Office. They don't want someone who's reckless and who's been consistently wrong on foreign policy issues as Gov. Romney has," said David Axelrod, a top Obama campaign adviser, on "Meet the Press." "We all remember his 'Dukes of Hazzard' tour of international destinations over the summer where he not only roiled countries that are not as friendly to us but our best ally, Britain. He was wrong on Libya. He was wrong on Iraq."

Democrats have also mocked Romney for referring to Russia in March as the top "geopolitical foe" of the United States. He later explained his position ? that Russia often stands with some of the world's worst actors ? in an op-ed in Foreign Policy magazine.

But there have serious openings for Romney to make a foreign policy argument lately.

Republicans have said the administration was too slow to label the attack on the U.S. consulate in Benghazi as an "act of terror."

President Obama muted that criticism during the town hall debate last week at Hofstra University when he pointed out he had used the phrase "acts of terror" during a speech the day after the attack.

Romney was unprepared for that semantic joust and lost the moment during the televised debate, but his larger point is accurate. It took the White House and the Obama administration two weeks to publicly describe the attack as terrorism even though it is now clear that U.S. officials knew it was a coordinated attack and not an organic uprising within days.

But the Libya attack has become increasingly political. Democrats have argued that Republicans on Capitol Hill investigating the Benghazi attack released classified information. Republicans have said the attack is a symptom of a larger lack of leadership by the White House.

"This is Exhibit A of a failed foreign policy," said Sen. Lindsay Graham on Fox News Sunday. "Al Qaeda is alive and well in Libya, Iraq, Syria and the wars are not receding. And what happened in Benghazi is a case study in failure at every phase, before, during, and after. And what they did after the attack, I think is just absolutely unacceptable. They tried to confuse, delay and deny. Create a narrative this was a spontaneous event when it was not, because the truth of the matter is -- the Benghazi, Libya conflict was a death trap long in the making. And this is failed presidential leadership at its worst."

On Syria, where the strongman President Bashar al Assad has waged war on rebel forces trying to overthrow him, Republicans have criticized the White House for not doing more to arm the opposition, but it is not clear what exactly Romney would do differently. Romney does not support U.S. involvement in enforcement and a no-fly zone to restrict the Syrian government.

Romney has been vocal in accusing the president of not being close enough to Israel or tough enough with Iran, which continues to pursue a nuclear program despite harsh international sanctions. News reports Sunday of the possibility of one-on-one talks between the U.S. and Iran could add a new element to the debate. The White House denied the report and Romney would not say Sunday if he would support bilateral talks.

Israel and Iran are sticky subjects in American politics. Both candidates, for instance, say that they will not tolerate a nuclear-armed Israel. And in Florida - the key swing state where tonight's debate will take place - the issue of support for Israel carries outsized importance due to a large Jewish population. Earlier this summer, Obama signed a bill renewing U.S. military support for Israel on the eve of Romney's trip there after his stop at the London Olympics.

Other subjects to watch for tonight: China and U.S. defense spending.

Romney has said he would work to declare China a currency manipulator if he is elected. President Obama's approach to China, one of the top holders of U.S. debt, has been more diplomatic. But his campaign has tried to argue that Romney's former company, Bain Capital, helped companies outsource jobs there. There is scant evidence that Romney was involved in those efforts.

While Romney wants to cut U.S. domestic spending, on defense he has suggested increased spending, particularly on the Navy, which he says has fallen into disrepair. He would tie defense spending to the Gross Domestic Product, which could create trillions in more spending.

Obama entered into an agreement with congressional Republicans to enact steep budget cuts, including to defense, if they could not reach a deficit reduction deal. That deal failed and when the election is over lawmakers will undoubtedly scramble to find a way to avert the spending cuts. But Democrats generally favor paring back on defense, especially as part of any deal to reduce the deficit.

Cardiff white van horror father Adam Lewis describes terror as ...

THE father of one of the Cardiff hit-and-run rampage's youngest victims has described the terrifying moment his family were hit by the van.

Adam Lewis, 23, told how his partner Annie Jones, 22, and and two-year-old daughter Amelia-May were catapulted into the air as the madman aimed his vehicle at the toddler's pushchair.

Annie was undergoing surgery today to put pins and rods in her shattered leg, while little Amelia-May's swollen face is covered in scabs.

Cuddling the tot on his lap, Adam said it was a "normal day" until they were targeted out of the blue while walking from his grandmother's house.

He told Sky News: "All of a sudden we were hit from behind with the van.

"I caught the van in my peripheral vision but it was too late. He just sped up and smashed straight into us.

"I got pushed to the side with the wing mirror and unfortunately my partner and the baby took the brunt of it.

"She (Amelia-May) ended up face down on the pavement, and my partner was there holding onto her leg. It was broken."

CCTV footage emerged today showing the young couple pushing the buggy along the pavement.

Seconds later the white Iveco van is seen swerving across four lanes and heading straight for them.

The maniac driver also killed mum-of-three Karina Menzies, 32, and left a total of 13 injured in a three-mile rampage.

Hundreds of mourners left flowers and held a minute's silence today at the spot where Karina died.

Adam, who escaped with only minor injuries, said the attack was "mind-boggling", adding: "Why somebody would want to do that I'll never know."

He went on: "I know there was a fatality and our hearts go out that family.

"We're just so relieved that we're still all OK, you know? It's just overwhelming.

"You don't expect a big white van to come and smack you off the pavement. It was a normal day. We were just walking down the road and all of a sudden, this happened, a van whacked into the back of us.

"I saw it hit my missus and she let go of the pram. It looked like she buckled. Literally her legs and her head were like an S-shape where the van hit her and she just sort of flew.

"And then she ended up going beneath the van as well.

"She's got a broken fibia and tibula and a hairline fracture to her ankle, and she's got a puncture wound on her left hip.

"She's OK, she's bearing up. She's being very brave for the baby. Very, very brave. She's doing well."

Adam joked his daughter looked like she'd been through "twelve rounds with Mike Tyson", but "she's being incredibly brave as well - I'm just hoping there's going to be no psychological effects for her.

"She just keep saying to me, 'oh I fell over, I've got a big baddie', which makes me feel terrible to be honest that she thinks it's her fault."

Meanwhile more than 200 of Karina's friends and family staged a vigil at the spot where she was mown down outside Ely Fire Station.

HSUS attorneys use the legal system to push for a more humane world

The tipoff came in January 2008, 10 months before California voters would determine the fate of the most important farm animal reform in U.S. history.

Proposition 2?the Prevention of Farm Animal Cruelty Act?would eliminate the intensive confinement of 20 million egg-laying hens, breeding pigs, and veal calves in the nation?s most populous state. The HSUS and its allies had already spent months gathering signatures to qualify the measure for the November ballot. They were feverishly raising funds for the year of heavy campaigning ahead.

Acting on a tip from a colleague, The HSUS?s Ralph Henry picked up the latest issue of Egg Industry magazine and flipped to the headline ?AEB Supports California Egg Battle.? The article reported that the American Egg Board?a government-run commodity promotion program?had earmarked $3 million to fight the state ballot measure. And although federal law prohibits commodity boards from interfering?with legislative battles, the USDA had approved the expenditure.

?We called the USDA and said, ?What gives? They?re not allowed to do this,? ? says Henry, deputy director of The HSUS?s Animal Protection Litigation section. ?And the USDA denied it.?

A flurry of emails, letters, and phone calls ensued. Ed Schafer, USDA secretary at the time, wrote in one email: ?We?ve had our lawyers?way too many of them?all over this issue too and have come to the conclusion that the Egg Board?s expenditures are proper. ? Do you think if you sue it will give ammo to those opposing your initiative measure to say that you are being unfair by not allowing those who think differently to express their opinions too??

The HSUS refused to back down. ?We all know how important TV buys and other advertising are in any legislative campaign,? Henry says. And this was an obvious attempt by the egg board to illegally funnel $3 million to the opposition.

Through Freedom of Information Act requests, Henry and his colleagues pieced together the paper trail. It included what Henry calls their ?smoking gun document?:??an email exchange between the American Egg Board?s president and a program officer in the USDA?s agricultural marketing service. ?The USDA person basically said, ?Is this the $3 million to oppose Prop 2?? and the response was, ?Yes, this is to oppose Prop 2.? ?

By September, when HSUS attorneys squared off against government?lawyers in U.S. district court, this series of emails would be known as Exhibit 12.

Translationista: On Publishers Boycotting Translation Prizes

Back when I first started my graduate work at Princeton, the town had a coffee shop problem. We desperately needed one, and coffee shops kept opening up and then going right out of business a few months later. They tended to be all the wrong kind - a bit too elegant for the university crowd, trying to appeal to townies as well as students, and, well, they all quickly went under. Meanwhile we seemed to be the only town in the nation without a Starbucks. Then one day in late 1993 a different sort of coffee shop opened up. It was low-key and had a great vibe. It was big enough that you could usually find a table, but only barely, and it was a great place to study and write as well as drink coffee. The coffee was excellent, too, and soon the place was packed round the clock. And just a few weeks after it became clear that this new coffee shop was not going to go bankrupt, Starbucks moved to town and opened up a franchise a quarter of a block closer to campus. And I vowed never to set foot in the place: I saw this Starbucks as not only d?class? and corporate but repulsively opportunistic if not predatory. Enough people agreed with me that Princeton's own local coffee shop, Small World, continues to thrive.

Just the same way as I will still patronize a Starbucks only if there really is no other alternative for blocks around, I will buy a book from Amazon only if I am unable to?procure it locally. Amazon has transformed the book industry in ways that are bad for readers and publishers alike. It has driven much of its competition out of business. I was never a big fan of Borders, but still?was?sad to see it fold, along with who-knows-how-many actually independent bookstores across the country that have bit the dust since the advent of the behemoth. Basically Amazon has done what any big corporation does: its mission is to make money at all costs, sometimes pushing existing laws to the breaking point in the process. I've read highly plausible accounts of Amazon bullying publishers into giving them a larger discount than the industry standard given across the board to other booksellers - sometimes with the extra rebate dressed up as "advertising fees." I've also heard that Amazon sometimes sells books below cost as part of its grand project of cornering the market. They can undersell pretty much anyone. When some day there's no competition left at all, they'll be able to charge anything they like for a book. Just one more reason to practice solidarity with a brick-and-mortar bookstore near you, or to patronize the IndieBound website.

Like most other big corporations, Amazon has a corporate giving wing, and some of the giving they've been doing over the past few years has been in support of literary translation. On the list of beneficiaries are many organizations I know and love.?No doubt part of the idea behind this artfully curated patronage is to "clean up" Amazon's image in the book world. That's fine, but just keep in mind that Amazon is like any other large corporate entity with a charitable-giving wing. Philanthropic giving is part of what corporations do,?if only for tax reasons. Of course, giving to underdoggy parts of an industry that has suffered as a result of?Amazon's?corporate practices is a brilliant public-relations move. But these are two separate transactions: harming the industry and helping it. I'd really really like to see all the corporations in this country better regulated (not just Amazon), but that's a failure of our government, which is a direct result of the failure of our campaign finance law, which is why we Occupy, and also why you should all be donating to Common Cause?and/or Move to Amend right now. Meanwhile, it makes sense that Amazon and all the other big profit machines around us will continue to do what they were designed to do: turn a profit, a big one.

Two years ago when it was announced that Amazon would be underwriting the Best Translated Book Award (giving $5000 each for the author and translator of each winning book), the indie press Melville House, which publishes a lot of translations, announced that it would stop submitting its books for the award. ?The reasons were clear: Melville House had long been feuding with Amazon about the discounts Amazon was demanding from publishers (see a follow-up post on the Melville House blog here). I completely understand and agree with Melville House's position on Amazon's business practices. On the other hand, by pulling out of the prize, Melville House hurt the translators who work for Melville, probably for not much pay, depriving them of the chance to take home a $5000 bonus if they won the prize, but also of the career boost it would mean for some of them if they wound up shortlisted. As far as I know, Melville House still does not submit its books for the prize (if I'm wrong about that, someone let me know and I'll add a correction), and I think that is a damn shame.?Just for the record, by the way, I have never heard anything even remotely suggesting that Amazon has ever attempted to influence the BTBA jury's decisions in any way.

A few days ago, BTBA founder Chad Post noted on his blog, Three Percent, that an additional publisher specializing in translations has now pulled out of the prize. What he writes is relatively discreet, but based on contextual clues, I am going to hazard a guess that the press in question is Dalkey Archive. (If I'm wrong, someone let me know and I'll add a correction.) Assuming my guess is right, I am disgusted and horrified, considering that the vast majority of the books published by Dalkey are works in translation, many of which are heavily subsidized by cultural agencies such as, for example, Pro Helvetia, which is underwriting the entire series of Swiss books that Dalkey has been publishing over the last couple of years. I am particularly displeased that the reason given for pulling out of the award is that it supposedly?costs the press too much to submit copies of the books for the jury. Don't publishing houses routinely send around dozens of copies of each book they publish as part of a normal marketing campaign? If they don't, the books don't get reviewed and no one knows they exist, which means publishing a book into a vacuum. I wouldn't want my books to be published like that. And I also wouldn't want a publisher I translated my heart out?for?(probably for not much money) to refuse to help get me a chance to receive recognition and proper remuneration for my work.

The press-I-think-must-be-Dalkey also mentions, as additional justification for pulling out of the award, that they "haven't won yet." Neither have I. But at least I, unlike the poor souls translating for the two presses discussed above, still have a chance to.
